It is not very common for service oriented companies to develope product, let along develope and market the product in a foreign market such as China. The domestic market in China is not very friendly to new comers if they have no reputation in the product field overseas.
The main reason for service companies such as consultaing firms not to develop product is for IP reasons...It might be a souce for serious IP conflict due to the fact a lot of service companys' customers are product companies.
It is unusual does not mean it can't be done. Best of luck for your interview.
