Financial Controller – Ningbo
Business overview:
Our Client business, focuses on the design, development, and manufacturing of specialty bonded fiber products for writing instruments and inkjet printers, household products and medical diagnostic devices. In response to rapidly expanding global market opportunities for our products and increasing sales within Asia, The Company obtained a WFOE business license in 2003, and began manufacturing operations in Ningbo China in 2005. The facility is already undergoing a capital project to more than double its size by 2007.
Job Overview:
Reporting directly to the site General Operations Manager in Ningbo and indirectly to the Divisional Executive Vice President of Global Finance in the USA, the Financial Controller will serve as the chief financial strategist, be an active member of the senior management team providing input on business strategy, and direct the daily finance, accounting, tax, audit, banking and controls of the company. Partnering with the General Manager, this position will be heavily involved in developing strategies, disciplines, systems and controls to meet prioritized long-term profit and growth objectives. The Financial Controller will proactively interact daily with Managers throughout the global business and evaluate and advise on opportunities in all areas of the company.
Specific responsibilities of the position:
1. Provide effective liaison with corporate headquarters and parent company in Virginia, USA, United Kingdom and other Countries as required to support corporate requirements and allow for ongoing communication of business and financial conditions;
2. Oversee and coordinate the interactions with auditors, legal counsel, government agencies, tax consultants, and other organizations impacting the financial condition of the company;
3. Run the accounting department, control and treasury functions, budget and strategic plan preparation, financial reporting, and cost analysis;
4. Ensure the integrity, accuracy, and completeness of the organization's records and financial statements ensuring timely preparation and presentation as required by organizational headquarters and parent company, the Board, regulatory agencies, and for management and guidance of the business;
5. Hold full responsibility and accountability for corporate governance and compliance with government laws as they relate to this position;
6. Appraise the company’s financial position and issue reports to corporate headquarters and parent company on the organization’s financial status and growth;
7. Provide strategic financial input and leadership on decision making issues affecting the organization, such as fixed asset expenditures, new employee benefit programs, etc.
8. Analyze operational issues as well as outside general economic, business, or regulatory changes and report their potential impact on the company, for example, revaluation of RMB or WFOE regulation changes.
9. Ensure the professional development of the site Accounting staff and their abilities to operate as a team.
Education and Work Experience qualifications must include:
1. A college or university degree in finance, accounting, economics or statistics
2. A Chinese certified Accounting Certificate
3. A minimum of 5 years of direct experience in a Finance or Accounting management role of a manufacturing company inside China
4. Direct, hands-on work experience of all functions of an Accounting Department including: general ledger, payables, receivables, monthly closing process and procedures, cash management, credit & collections, tax, IIT, VAT, fixed asset accounting, balance sheet & working capital management, and financial statement preparation
5. A solid understanding and experience of China GAAP and exposure and understanding of Western GAAP such as one of the following: IFRS, UK or USA GAAP
6. Experience working directly with outside parties such as Auditors, Tax Bureau, Finance Bureau, Customs Bureau
7. A high level of computer proficiency and experience, including use of a manufacturing standard costing system, such as 4th Shift, SAP, or Kingdee
8. Supervisory experience of an Accounting Assistant or Accounting Department
9. Experience preparing financial reporting and presenting budget and other presentations to management
Personal qualifications:
1. A person who is not just an Accountant, but interested in all aspects of business and a role involving managing a diverse financial function within a multi-divisional, multi-national corporation
2. Excellent English language skills must be at a verbal level to participate in telephone conference calls and at a written level to compose clear and concise reports and presentations.
3. Must possess strong leadership skills, impeccable personal integrity and code of ethics, and a high energy level
4. Must be willing and able to travel overseas to the USA or Europe a minimum of twice per year for 1 – 2 weeks
5. Must be a person who approaches the job pro-actively, seeking ways to learn the things he/she doesn’t yet know and to continue to get better at what he/she knows today
6. Must be able to quickly gain the respect of all other Managers in the business for his/her knowledge, experience and mature approach to business issues
